The Philippine Association of Colleges and Universities,founded on 1932, was motivated by the need for closer supervision and regulation amidst the proliferation of diploma mills drove private schools to band together. It was the same year, when the college and university presidents in attendance spontaneously decided, at the suggestion of Justice Jose Abad Santos and Mr. Conrado Benitez, that there should be an association of Filipino private universities and colleges to protect their mutual interests and to distance themselves from the fly-by-nights and diploma mills.
